Following the launch of the Chartered Institute of Export & International Trade’s Export Controls Advisory Practice, we’re continuing our look at key considerations for traders moving military or dual-use goods subject to export control requirements.

Today, we consider the ongoing migration of licencing applications for controlled goods from old system SPIRE to new system LITE – why it’s happening, the benefits to your business and how to sign up for LITE.

Applying for an export licence: From SPIRE to LITE

In the UK, businesses need an export licence to ship certain goods, like military equipment or sensitive technology, to other countries. This ensures that exports follow government rules and international laws.

Previously, the licence application process was completed through an online system called SPIRE, which enabled businesses to apply for licences, check their progress and manage their applications. While SPIRE worked well for years, it’s now being replaced by a new system: Licensing for International Trade and Export (LITE). LITE is designed to be simpler, faster and more user-friendly.

What’s different?

SPIRE offered more detail but could be confusing, especially for new users. LITE has a clearer layout, making it easier to navigate. It’s also mobile-friendly, meaning traders can use it flexibly on their phones or tablets.

Improved technology also means that LITE offers quicker licence processing, reducing the time businesses need to spend on licencing.

How to apply on LITE:

To apply, complete the following steps:

  1. Create an account on the LITE platform.
  2. Check if your goods need a licence using the government’s online tools.
  3. Fill in the application form with details about your goods, where they’re going, and the end user.
  4. Submit your application and track its status online.

The migration from SPIRE to LITE is designed to improve trade efficiency. Businesses using LITE benefit from a simpler system that saves time while ensuring they follow export rules.
